FACT CHECK: Romney misses a mark on Solyndra claim

(AP) ? Republican presidential contender Mitt Romney has revived charges about the failed solar company Solyndra as he assails President Barack Obama' green energy policy. But he didn't get the story completely straight when he accused the administration of favoring "cronies."

Solyndra, the first renewable energy company to receive a federal loan under the 2009 stimulus law, went bankrupt last year and laid off its 1,100 workers, leaving taxpayers on the hook for more than $500 million.

The company's implosion and revelations that Obama administration officials rushed to complete the loan in time for a September 2009 groundbreaking have become an embarrassment for Obama and a rallying cry for GOP critics of his green energy program.

On Thursday, Romney stood outside the company's former headquarters in California to decry Solyndra as Exhibit A of presidential missteps on the economy.

A look at some of Romney's assertions and how they compare with the facts:

ROMNEY: "An independent inspector general looked at this investment (Solyndra) and concluded that the administration had steered money to friends and family ? to campaign contributors."

THE FACTS: There is no proof ? and it appears unlikely ? that Energy Department Inspector General Gregory Friedman was talking about Solyndra when he testified in March 2011 about stimulus contracts. Friedman said his office was investigating whether such contracts were steered to friends and family, presumably of government officials in charge of spending stimulus money. Romney cited a Newsweek article that referred to Friedman's testimony.

But Friedman did not say that such claims had been proved, and there is no evidence he was including Solyndra in his comments. The testimony came nearly six months before the company declared bankruptcy. And there is no evidence that family members of top federal officials received any favors. Friedman's office is among several federal agencies that are investigating Solyndra.

ROMNEY: "President Obama was here to tout this building and this business (Solyndra) as a symbol of the success of his stimulus. It's a symbol not of success but of failure. It's also a symbol of a serious conflict of interest (and) how the president thinks about free enterprise. Free enterprise to the president means taking money from the taxpayers and giving it freely to his friends."

THE FACTS: So far, there is no indication of White House interference with the energy loan process. There is no question, though, that campaign contributors have ties to Solyndra and other energy companies that have received federal money. Romney appeared to be referring to possible political influence wielded by two major Obama campaign donors with ties to Solyndra.

The Energy Department hired Steve Spinner, a former sports fitness executive, to help monitor the loan guarantee program that benefitted Solyndra. Emails released to Congress show Spinner was actively involved in the Solyndra loan, despite pledging to step aside because his wife's law firm represented the company. Spinner, who left the Energy Department in 2010, was a major contributor to Obama's 2008 campaign and is again raising money for the president's re-election.

George Kaiser, an Oklahoma billionaire, invested $400 million in Solyndra through an investment vehicle connected to his family foundation. Kaiser was a "bundler" for Obama's 2008 campaign, raising between $50,000 and $100,000 for the president, records show. He also was a frequent White House visitor in 2009 and 2010.

Kaiser has said he played no part in helping Solyndra win the 2009 loan, but emails to Congress show he discussed Solyndra with the White House on at least one occasion. Kaiser also directed business associates on how to approach the White House and Energy Department to help Solyndra deal with its financial problems.

Internal emails show administration officials were keenly aware of political considerations in the Solyndra loan, especially during later efforts to keep the company afloat. But none of the records released to date shows the White House or top administration officials pushed the loan specifically because of Kaiser or other campaign contributors.

ROMNEY: "If the business failed, as it did, it's the taxpayers that get stuck with losing a half a billion dollars. So it's heads and his cronies win, and tails and the taxpayers lose."

THE FACTS: Romney is right that taxpayers are on the hook for the $528 million loan to Solyndra and other losses from the loan guarantee program. But the Obama administration said such losses were expected when Congress created the high-risk program, which is intended to boost cutting-edge projects that would have trouble obtaining private financing.

An independent review indicates that the government could lose nearly $3 billion on green energy loans ? just under one-third of the $10 billion Congress set aside.

The report by former Treasury Department official Herb Allison said the loan program needs more rigorous financial oversight and stricter performance standards to reduce the risk of future defaults.

The review did not involve Solyndra or Beacon Power Corp., a Massachusetts energy storage company that also went bankrupt after receiving a federal loan. The government has lost $567 million from those two loans so far, although officials say they could recover as much as $28 million from the sale of Beacon to a private equity firm.

Energy Secretary Steven Chu said administration officials "have always known there were inherent risks in backing innovative technologies at full commercial scale." But he said the "vast majority" of companies that received loans are still expected to pay them back in full, with interest.

Follow up to my letter

Well, my letter certainly generated a lot of discussion? definitely more than any previous post on this blog. Most of the comments were positive, with a few families even contacting me to say they are attending an informational meeting at DSS next month. That?s absolutely wonderful!

The Bel Air Patch republished a copy of my post, and there were a few more negative replies there. No, that?s putting it lightly, I was blasted by a few people there.

Initially, that got me pretty discouraged. But then my husband put it into perspective. I mean, how often does someone actually say you are disgusting, and worse than the Taliban?! ;) At least it appears I got some people thinking? and if even just one child gets a loving home because of my post, then it?s all worth it.

To those of you who have shared my post and/or contacted me about getting more information, thank you! I am so encouraged by your desire to help these kids!

Before I put this whole thing to rest, I do want to address a few of the frequent comments/questions my letter received.

  1. ?Not everyone is called to care for orphans.?
    While it?s true the Bible says some are called to teach, others to preach, others still to heal, and so on (Ephesians 4:11), it is very clear that all Christians are commanded to care for widows and orphans. This is *not* a calling, but a command. Two completely different things. (Some people get callings, but everyone gets commands.)? I was not *called* to care for orphans. Five years ago, I felt the same as most of you about it. But after repeatedly reading verses like James 1:27,?Psalm 82:3,?Deuteronomy 24:19-22, Isaiah 1:17, and Matthew 25: 39-46, I could no longer ignore the command. After praying about it, we initially looking into adoption, but ultimately decided the need for foster care in our community was too great to consider otherwise.
  2. ?Foster care isn?t the only way to care for orphans and widows, you know.?
    That is absolutely correct, and I?m sorry if I insinuated otherwise. Some adopt! Many choose to sponsor orphans in Africa, for example, while others may purchase goods made by widows in Bangladesh. But today in the U.S., foster kids are pretty much the orphans of our time. So, any way we can support their care is definitely honoring God?s command for His church.
  3. ?I just am not able to bring a foster child into my home (for whatever reason). Please don?t judge me for that.?
    Seriously, my post was not intended to make anyone feel condemned. Convicted, sure. Condemned, no. I completely understand not everyone is in a position to open their home to strangers. Really, I get it. But, with less than .01% of the families in our county doing foster care, I suspect there are some Christians who are ignoring God?s prompting in this regard. The numbers speak for themselves here. And statistically, we only need 7% of professing Christians worldwide to care for kids like this, to wipe out the need completely!

    But if you have prayed about it, and feel certain God isn?t calling you to support foster kids, then I?m sure He?ll show you another way you can care for widows and orphans. I then only ask you to join me in praying that those who are supposed to help in this way, do.

  4. ?There?s too much red tape (or mean people) at DSS. If they made it easier, we?d do it.?
    As I said, I wasn?t born with this passion, nor did it come easily. It came after hearing and reading God?s commands (countless times) to care for orphans. He doesn?t say to only care for them if the process is smooth, the workers are kind, or the kids are easy to love. It just says to do it.At one point, we had a very trying situation with a difficult worker (who is no longer with the department here). That could have dissuaded us from continuing, but we felt we would be ignoring God?s commands if we turned our backs on these kids just because it was hard. As the saying goes, sometimes the hard thing and the right thing are the same thing. Please don?t give up!
  5. ?Foster care and/or adoption costs too much. I can?t afford it.?
    All states in the U.S. give monthly stipends to families caring for foster kids. On average, that stipend is about $25/day, and covers things like clothing, food, transportation, school supplies. Each child receives medical care through the state, so you don?t have to pay out of pocket for that. If you budget appropriately, the monthly stipend is adequate to meet the financial needs of the child, so he or should does not put a financial burden on your family.

    Adoption from foster care is FREE! That?s right ? if you adopt a child from foster care, you typically pay nothing (unless you choose to hire a private attorney, at your own expense). I know many families who would have otherwise been unable to adopt, do so through foster care. They end up with beautiful families, full of love and laughter, without the financial strain of traditional private adoptions. In addition, in many states (including Maryland), you continue to receive the monthly stipend even after the child is adopted ? up to age 18! This means there is little reason to say no, at least financially speaking.

  6. ?I don?t have enough room.?
    Well, maybe you don?t, in which case I?m sure God will show you another way you can help. But here are the only official requirements for the state of MD:

    - Applicants must be 21 years of age.
    - Applicants may be single or married.
    - Applicants may live in an apartment or house.
    - Applicants are fingerprinted for a criminal background check.
    - Every member of the household 18 years or older must be fingerprinted for a criminal background check.
    - Applicants must be able to meet family?s financial obligations.
    - Applicants are requested to submit an initial medical examination and reexamination every two years for every member of the household to determine their physical and emotional ability to care for children.
    - Applicants are requested to provide three references regarding their parenting ability.
    - Applicants are required to complete a minimum of 27 hours of pre-service education.
    - The applicant?s home will be inspected by personnel from the health department for safety and sanitation, and by the fire department.
    - A minimum of two visits to the applicant?s home is completed by the approval worker to discuss the types of children most appropriate for them, the proposed sleeping arrangements and the family lifestyle.
    - A child support clearance must be conducted.
    - Applicant must agree not to use physical punishment.

Types of Air Conditioning Appliances | HVAC Genius

This eliminates the need to supply a separate furnace inside the house.

o With a split system air conditioning unit, both the compressor and condenser are located in an outdoor storage while the evaporator can be found at the top of an air handler unit, indoors. The indoor storage may also contain the heating system which is the indoor portion of a heat pump or a furnace. This type is ideal for homes with furnaces but still without air conditioning units.

With trends in going green in home improvements, more and more homeowners are opting for energy efficient methods of keeping air cooler without wasting much energy and thus saving more money. To not overwork your air conditioning systems, there are improvements you could undertake including: having radiant barriers installed on the roof, thermal siphoning, shading areas through landscaping, and ensuring proper and sufficient insulation.
