The future of truancy?

In Vitoria da Conquista, Brazil, 20,000 grade school students have recently started wearing uniforms embedded with GPS chips similar to those used in pet trackers. The chips automatically send parents a text message as soon as their children enter the school grounds, or if their children are late for more than 20 minutes.

The microchip is embedded either under the school's coat of arms or in one of the sleeves. According to the city's education secretary Coriolano Moraes, the local government decided to launch the project because parents "would always be surprised when told of the number times their children skipped class."

Vitoria da Conquista's government has spent $670,000 designing and manufacturing shirts for the first 20,000 students. City officials plan to make more so that all 43,000 public school students in the city from ages 4 to 14 can use the high-tech shirts in 2013.

Michael Smerconish: Tale of the Trayvon Martin Case 911 Calls

Pending the outcome of some voice analysis, there is arguably enough evidence in the 911 tapes to warrant the arrest of George Zimmerman in connection with the Feb. 26 shooting death of 17-year-old Trayvon Martin. The voice testing is needed to determine if Zimmerman uttered a racial slur while in pursuit of Martin, and which of the two can be heard crying out for help during their altercation in Sanford, Fla.

Here are seven observations about Zimmerman's 911 call to police, and one point about the neighbors' calls:

First, Zimmerman began his call by saying, "We've had some break-ins in my neighborhood." I'd like to know if that is true. And it strikes me as peculiar that he did not identify himself immediately. The Orlando Sentinel reports that, in the last 15 months, Zimmerman had called the Sanford police 46 times. So why not begin this latest call by saying, "Hey, it's me, George Zimmerman, from the neighborhood watch?" Wouldn't a neighborhood watch volunteer want the police to know who he was? If not, why not?

Second, he never offered anything concrete to justify a request for police assistance. He first told the police operator that the teen he was watching is "a real suspicious guy." Then he said he "looks like he's up to no good, or he's on drugs, or something." Well, what exactly was it about Martin that raised Zimmerman's suspicions? "It's raining and he's just walking around, looking about," he said. But walking in the rain with your eyes open isn't by itself nefarious. Maybe that's why Zimmerman then took it up a notch.

Third, having offered a litany of nonspecific concerns, Zimmerman calmly tried to portray Martin as an aggressor: "He's just staring, looking at all the houses. Now just staring at me." That was followed by: "Now he's coming toward me." Then, the more menacing: "He's got his hand in his waist band." Finally: "Something's wrong with him. Yup, he's coming to check me out. He's got something in his hands, I don't know what his deal is."

Fourth, Zimmerman seeks a form of complicity from the operator that was not reciprocated. He mutters, "These a-, they always get away." To his credit, the operator did not react. Instead, he continued to solicit locational information from Zimmerman.

Fifth, Zimmerman seems to make a racist statement. After he reports that "he's running," the door to his truck can be heard opening. If Martin were running, that is hardly the behavior of a confrontational individual against whom deadly force need be used. And the blogosphere is on fire with conjecture that Zimmerman called Martin a "coon." I raised the audio of that part of the tape, and it sure sounds like he said that. If it's confirmed, that statement alone should provide sufficient probable cause to indict Zimmerman for a hate crime.

Sixth, Zimmerman ignores the operator's advice. After he departs from his truck to pursue Martin, Zimmerman's breathing is audibly labored. The operator hears that, and asks, "Are you following him?" Zimmerman replies, "Yep." The operator responds: "We don't need you to do that." This would seemingly have been another natural opportunity for Zimmerman to say, "I'm a neighborhood watch volunteer." Instead, he softly says, "OK." Then, the continued sound of his breathing suggests he was still pursuing Martin.

Seventh, Zimmerman was willing to report his name and phone number, but strangely stopped short when asked for his address. Asked if he lived in the area, he again said nothing of his neighborhood watch role. He gave part of his address, and then stopped. He said, "Oh, crap, I don't want to give it out loud, I don't know where this kid is at." Instead, he tells the operator to have the police who arrive on the scene to "call me and I'll tell them where I'm at."

Then there are the calls from neighbors who heard the ensuing altercation. Florida law provides that there is no duty to retreat so long as the person using deadly force "reasonably believes that such force is necessary to prevent imminent death or great bodily harm to himself." On at least one of the 911 calls logged by neighbors, a man is heard crying in distress just before the fatal gunshot is audible. Who was it, Zimmerman or Martin?

If a voice analysis shows it to be Zimmerman, that will suggest he was justified in using deadly force, that he was crying for help and restraining himself before drawing his gun.

If, however, it is Martin crying out for help, Zimmerman's ability to cloak himself in "stand your ground" will evaporate, and that identification will appropriately lead to his arrest.

Are you on Pinterest? ?This virtual pinboard is a lot of fun, and it?s a been great tool for tracking food trends. ?The Food & Drink category on Pinterest is one of the largest and food pins are re-pinned more than pins in any other category. Food lovers are an enthusiastic bunch. ?We like to share.

  • Kale has been called the new bacon. ?I don?t know about that, but I?m sure seeing lots of pins featuring this dark leafy green ? from crispy kale chips and creamy kale smoothies to raw, massaged, marinated and braised kale in salads, soups, pastas, entrees and more.
  • Quinoa is the hot grain on pinboards. ?I?m seeing quinoa in savory pilafs, sweet breakfast porridges, salads, muffins, vegetable patties, pancakes and even desserts.
  • Sweets are a favorite of pinners, and some of the most popular themes are salted caramel, nutella and red velvet. ? If anything, red velvet seems to be the new bacon. ?Beyond red velvet cakes, cake pops and cupcakes, I?ve seen red velvet pancakes, bread pudding, cheesecake, fudge, donuts, ice cream, crepes, popcorn and marshmallows. Where will it end?
  • Popsicles may be the new cupcakes. All sorts of frozen treats on a stick are showing up on Pinterest.
  • Food in jars seems to be big, and I?ve seen pins of layered salads, vegetables and desserts in jars. ?For parties, drinks in jars are a popular trend.
  • Buffalo chicken is going crazy. ?Pins include buffalo chicken dips, appetizer bites, grilled cheese, pasta, mac? and cheese, pizza and chowder. ?Who knew there was a buffalo chicken movement brewing?
  • Other pins that I?m seeing quite often include nut butters, pesto, kimchi, mini appetizers and desserts, and meatless entrees.

?Hidden Switches in the Mind,? by Eric J. Nestler, discusses epigenetic changes?alterations to how genes behave that do not affect the information they contain. Is it possible that such changes are at least partially responsible for bacteria becoming resistant to various drugs, given that the changes are passed on to daughter cells? If so, the changes would provide yet another way to overcome resistance to various drugs. Instead of looking for an entirely new antibiotic, it might be simpler to find a way to undo the epigenetic changes and restore the bacterial susceptibility to the drugs we already have.

Epigenetics does indeed contribute to antibiotic resistance in bacteria by giving rise to bacteria known as persisters. Indeed, epigenetic mechanisms were initially discovered in bacteria, although the mechanisms are quite different from the histone-based ones described in the article (bacteria do not have histones). Persisters are bacteria that survive antibiotic treatment without having acquired a resistance mutation. Instead they have reversibly entered a state in which they are less susceptible to killing by the antibiotic than other genetically identical cells in the population. Indeed, if we could devise drugs that blocked entry into the persister state, such drugs could contribute to the effectiveness of antibiotic therapy.

Whereas David Weinberger?s speculations about predictive abilities of big data?crunching models in ?The Machine That Would Predict the Future? are intriguing, planners and social scientists aren?t about to step aside just yet. As an example of ?big data,? IBM?s Watson has impressive computing power when the question is clear, but important societal questions rarely are. For the near future, we don?t see large computing power suc?cessful?ly responding to the simple questions facing modern societies with complex answers: For instance, how do you motivate Asian governments to take action on climate change? How do you reduce poverty? How do you get people out of their cars and onto public transit?

The challenge to prediction today is successfully integrating philosophy and the social and behavioral sciences with the physical sciences and engineering. Just witness the failure of climate scientists to advance the climate change agenda, resulting, in part, from social, behavioral and political scientists being left out of the conversation. With multidisciplinary cooperation as a starter, ?big data? might be better equipped to predict the future.

I would suggest that there is an insurmountable hurdle to physicist Dirk Hel?bing?s work, described by Weinberger, in trying to make a ?computing system that would effectively serve as the world?s crystal ball?: the discrete architecture of the natural world. Helbing?s background is apparently the modeling of highway traffic, which has a basic linear architecture. Road traffic acts like a hydraulic problem, where small particles can flow into one another continuously. My background is railroads, which couldn?t behave more differently. On almost every level, their options and costs are effectively discrete. Railway costs are highly correlated, irregular, stepwise functions. They are dynamically unstable as they interact. That is, these costs are complexly unique lookup tables, not continuous equations, which means that highway and other linear models cannot be used rigorously (although people do try to use them).

Santorum looks to Louisiana to revive campaign

Underdog Rick Santorum is fighting for a big win in Louisiana as rival Mitt Romney gets closer to locking in the Republican nod to take on President Barack Obama in November.

But even an expected knock-out performance in the southern state of Louisiana on Saturday will not help Santorum make much of a dent in Romney's commanding lead in all-important delegates.

Romney has now won 21 out of 33 nomination contests, while former Pennsylvania senator Santorum has notched up 10 wins -- largely with the help of evangelical Christians and the party's most conservative members.

Pressure is increasing for Republicans to rally behind Romney and end the bloody and divisive primary battle before it hurts the party's chances of defeating Obama and winning the White House.

The party found unity in raining criticism upon Obama on the second anniversary of his landmark health care reform Friday.

But that criticism was drowned out of the news cycle after Santorum told supporters "we might as well stay with what we have" if the best the Republican Party can do is nominate someone "who's just going to be a little different than the person in there."

Romney immediately pounced on the remark, saying he was "disappointed" Santorum would "rather have Barack Obama as president than a Republican."

"This election is more important than any one person," he added.

While Romney focused his campaign appearances on attacking so-called Obamacare as an "unfolding disaster for the American economy," his surrogates were deployed to pound Santorum.

"Senator Santorum is going off the rails," Ted Kanavas, a former state senator and chair of Romney's Wisconsin campaign, said in a statement.

Jim Roddey, a party county chair from Santorum's home state of Pennsylvania, disparaged the candidate's "arrogant remarks," calling them "the most inappropriate comments made by any Republican candidate for president in recent history."

Santorum shot back by insisting it was "preposterous" to say he would support Obama.

"I was simply making the point that there is a huge enthusiasm gap around Mitt Romney," Santorum said.

"Voters have to be excited enough to actually go vote, and my campaign's movement to restore freedom is exciting this nation. If this election is about Obama versus the Obama-Lite candidate, we'll have a tough time rallying this nation."

Such "outbursts" will only weaken the party in an election where turnout will be crucial, said conservative blogger John Hayward.

"It is absolutely unacceptable for the Number Two candidate to tell his supporters they might as well stay home if the other guy wins the nomination," he wrote on the Human Events news website.

Santorum had a 14-point lead over Romney in Louisiana in a survey released by Public Policy Polling, thanks in part to conservatives abandoning former House speaker Newt Gingrich.

But the victory could be one of Santorum's last as the race heads to states where Romney has the advantage.

The former Massachusetts governor was ahead by 13 points in a Rasmussen survey of voters in the midwestern state of Wisconsin, which heads to the polls on April 3 along with Maryland and the US capital Washington.

While Santorum is expected to carry his home state of Pennsylvania in the following contest on April 24, the victory will be overshadowed if Romney is able to sweep New York, Connecticut, Delaware and Rhode Island, which also vote that day.

Santorum's campaign said earlier this week that it is looking ahead to May, when the southern states of North Carolina, West Virginia, Kentucky, Arkansas and Texas vote.

It has also vowed to take the fight all the way to the Republican convention in August if Romney is not able to win the 1,144 delegates needed to clinch the nomination.

But if enough of the party's "super delegates" throw their weight behind Romney, the race could be essentially over long before then.

Romney currently has an estimated 560 delegates, while Santorum has won 246, according to the website Real Clear Politics.

Gingrich, who has won two states, has 141 delegates, while Texas Representative Ron Paul, who has not won a single contest, has 66 thanks to the proportional distribution of some delegates.

Since many states award delegates at state conventions, the results of nominating events do not translate easily into an exact delegate count.
