Suu Kyi receives her 1991 Nobel Peace Prize

OSLO (Reuters) - Myanmar opposition leader Aung San Suu Kyi finally received her 1991 Nobel Peace Prize in Oslo on Saturday after spending 15 years under house arrest, and said her country's full transformation to democracy was still far off.

"What the Nobel Peace Prize did was to draw me once again into the world of other human beings outside the isolated area in which I lived, to restore a sense of reality to me," Suu Kyi said as the packed crowd, led by Norway's King Harald and Queen Sonja, rose in a standing ovation at the ornate Oslo City Hall.

Suu Kyi, 66, the Oxford University-educated daughter of General Aung San, Myanmar's assassinated independence hero, said much remained to be resolved in her country.

"Hostilities have not ceased in the far north; to the west, communal violence resulting in arson and murder were taking place just several days before I started out the journey that has brought me here today," said Suu Kyi, on her first visit to Europe in nearly a quarter of a century.

"There still remain (political) prisoners in Burma. It is to be feared that because the best known detainees have been released, the remainder, the unknown ones, will be forgotten," she said, wearing a purple traditional Burmese dress and looking strong and healthy after falling ill on Thursday.

Still, Suu Kyi - elected to parliament in April - said she was confident President Thein Sein wanted to put the country on a new path.

"I don't think we should fear reversal," she told public broadcaster NRK. "(But) I don't think we should take it for granted there is no reversal."

Suspending rather than lifting sanctions was also the right move to keep pressure on the government, she said a day after arriving from Switzerland to a jubilant, dancing and chanting crowd, which showered her with flowers.

"If these reforms prove to be a fa?ade, then the rewards will be taken away."

INSTRUMENTAL

Suu Kyi, who spent a total of 15 years under house arrest between 1989 and her release in late 2010, never left Myanmar even during brief periods of freedom after 1989, afraid the military would not let back in.

Her sons Kim and Alexander accepted the Nobel prize on her behalf in 1991, with her husband Michael Aris also attending the ceremony. A year later Suu Kyi said she would use the $1.3 million prize money to establish a health and education trust for Burmese people.

She was unable to be with Aris, an Oxford academic, when he was diagnosed with prostate cancer and died in Britain in 1999.

On Saturday, Kim and Anthony Aris, her late husband's identical twin brother, attended the ceremony.

Suu Kyi thanked Norway, a nation of just 5 million people, for its support and the instrumental role it played in Myanmar's transformation.

In 1990, the Bergen-based Rafto Foundation awarded its annual prize to Suu Kyi, after a Norwegian aid worker in South-East Asia highlighted her work.

The award provided lasting publicity for her non-violent struggle against Myanmar's military junta, putting her in the international spotlight and setting the stage a year later for the Nobel Peace Prize.

Norway has also provided a home to the Democratic Voice of Burma, an opposition television and radio outlet, which broadcasts uncensored news into Myanmar.

Suu Kyi acknowledged that recent violence between Rakhine Buddhists and stateless Muslim Rohingyas in the northwestern Rakhine region was a test of Myanmar's transformation but she blamed lawlessness for the escalation.

The violence, which displaced 30,000 people and killed 50 by government accounts, flared last month with a rampage of rock-hurling, arson and machete attacks, after the gang rape and murder of a Buddhist woman that was blamed on Muslims.

"The very first time a crime was committed... they should have taken action in accordance with the rule of law," Suu Kyi told the BBC.

"If they had been able to do that, and to satisfy all parties involved that justice was done ... I do not think these disturbances would have grown to such proportions."

Tensions stem from an entrenched, long-standing distrust of around 800,000 Muslim Rohingyas, who are recognised by neither Myanmar nor neighbouring Bangladesh, and are largely considered illegal immigrants.

Suu Kyi is also due to visit Ireland, Britain and France.

Flint tops list of America's most dangerous cities

With a 32.3 percent poverty rate and nearly 20 percent unemployment, Detroit also has the second-highest violent crime rate in the country.

This week, the FBI announced that violent crime dropped 4 percent in 2011, compared to a 5.5 percent drop in 2010. Nationally, the murder rate fell 1.9 percent from 2010, and robbery, forcible rape and assault fell 4 percent each. However, among the cities with the highest violent crimes rates, the trend is not entirely positive.

A 24/7 Wall St. review of 2011 FBI crime data shows that violent crime rose in more than half of the cities that have among the highest rates in the country. In seven of the 10 cities, murder rates increased. In eight of the 10, burglary went up.

Strained budgets are forcing police layoffs that many cities can?t afford to make. More than half of local police departments that responded to a national survey reported cuts in the 2011 fiscal year, according to the Police Executive Research Forum, an organization of police executives from across the country. Many are cutting police forces through planned layoffs and attrition.

More than half of the cities with the highest violent crime rates are cutting law enforcement budgets and police forces as well. However, unlike the national picture, the situation is worse for these cities, which depend on tax bases that are shrinking faster than most.

The cities with the highest crime rates tend to have particularly high poverty rates, high unemployment and low median income. Two of the worst-off cities, Flint and Detroit, Mich., both have had well-publicized budget woes. Flint was taken over by an emergency city manager after failing to pay its bills in 2011. Detroit is facing similar budget problems and recently came to a temporary oversight agreement with the ?state.

While the Police Executive Research Forum notes that budget cuts appear to be slowing in police departments in the United States, most departments are still cutting. According to the group?s April report on local police budgets, this includes many of the cities on this list.

Oakland, Calif., cut its budget by 7 percent in the current fiscal year, with an additional 5 percent cut on the way, according to PERF. In the past two years, the city lost 80 police officers to layoffs and another 108 to attrition. This occurred despite increases in both violent and property crime in 2011.

Similarly, while the Detroit Police Department reported no cuts for fiscal year 2012, the city is planning a 15 percent cut next year. Detroit also has one of the highest crime rates in the country.

On its website, the FBI cautions against using crime data to compare city violence because rankings tend to be simplistic and ignore factors that influence crime, as well as the different ways crimes are measured and reported. ?Data users should not rank locales because there are many factors that cause the nature and type of crime to vary from place to place,? the FBI warns.

Congressional Quarterly,?which publishes and analyzes FBI crime statistics each year, referred to crime rate in terms of the ?safest? and ?most dangerous? cities. However, the publication recently dropped the terms ?safe? and ?dangerous? due to the concerns of criminologists, Rachel Boba Santos,?professor of criminology at Florida Atlantic University who wrote the introduction to the Congressional Quarterly Report,?told 24/7 Wall St.

Despite these objections, Santos said the data is useful to get a feel for the needs of a particular community and to look at a specific city?s trends on a year-over-year basis. She said the data also is used at the federal level to determine funding resources for different communities, comparing crime rates.

Based on the FBI?s Uniform Crime Report, 24/7 Wall St. identified the 10 U.S. cities with populations of 100,000 or more with the highest rates of violent crime per 1,000 residents. Using the estimated populations and crime incidents from UCR, which measures incidents of eight types of violent and nonviolent crime for 2011, 24/7 Wall St. calculated the incidence of the four types of violent crime per 1,000 persons for that year: murder, forcible rape, robbery and aggravated assault. In addition to crime data, 24/7 Wall St. reviewed median income and poverty rates for these cities from the U.S. Census Bureau for 2010, the most recent available year. We also included average 2011 unemployment rates for these cities, provided by the Bureau of Labor Statistics.

24/7 Wall St.: America's most (and least) peaceful states

These are the 10 cities with the highest rates of violent crime.

1. Flint, Mich.

  • ?Violent crimes per 1,000: 23.4
  • ?Population: 102,357
  • ?2011 murders: 52
  • ?Median income: $22,672
  • ?Unemployment rate: 18.9 percent

According to the FBI examined, no city with more than 100,000 residents had a higher violent crime rate than Flint. In 2011, there were 2,392 incidents of violent crime in Flint, which has a population just above 100,000. That same year, there were just 1,246 violent crimes in all 10 of the safest cities in America -- which have 13 times as many residents as Flint among them. Flint has the second-highest murder rate and the highest rates of aggravated assault, burglary and arson in the nation. According to Flint Mayor Dayne Walling: ?there are too many guns on the street and it?s easy for individuals with evil motives to take another human being?s life.? Though the violent crime has long been a problem in Flint, in 2010 the city laid off 20 of its 140 police officers, a decision that diminished both the police?s street presence and response times to crime.

2. Detroit, Mich.

  • ?Violent crimes per 1,000: 21.4
  • ?Population: 713,239
  • ?2011 murders: 344
  • ?Median income: $25,787
  • ?Unemployment rate: 19.9 percent

Long regarded as one of the poorest cities in the U.S., with a 32.3 percent poverty rate and nearly 20 percent unemployment in 2010, Detroit has the second-highest violent crime rate in the country. Homicide increased by 11 percent in 2011, while robbery and aggravated assault are fourth and second highest in the country, respectively. Nonviolent crime is also an issue, with burglary, motor vehicle theft and arson rates in the top 10 rankings in the country.?In response to an 18 percent decrease in the Detroit police budget, which will result in the elimination of 380 positions through attrition and early retirement, the city has begun taking steps to decrease police funding by introducing ?Virtual Precincts.? The plan, which closes police stations between 4 p.m. and 8 a.m, requires citizens to report non-emergency crime to a call center, and frees up more patrol officers to respond to 911 emergency calls.

3. St. Louis, Mo.

  • ?Population: 320,454
  • ?2011 murders: 113
  • ?Median income: $32,688
  • ?Unemployment rate: 11.7 percent

Although the total number of murders in the city has decreased by 31 since 2010, crime in St. Louis did not improve overall last year. Violent crime rates in St. Louis have risen dramatically, from 17.5 to 18.6 cases per 1,000 people. And the city?s murder rate is still the fourth highest in the nation, its robbery rate is the fifth highest in the nation and its aggravated assault rate is third-highest in the nation. Despite these troubling facts, the St. Louis Police Department recently faced potentially drastic budget cuts that may require the elimination of 100 street-patrolling officer positions through attrition.

4. Oakland, Calif.

Oakland historically has been among the most crime-ridden cities in California, with a violent crime rate this year of 16.8 per 1,000 people. There were 14 more murders in 2011 than in 2010, causing Oakland to maintain the ninth-highest murder rate in the country two years in a row. Oakland is the number one city for both robbery and motor vehicle theft rates in the country. Oakland city councilmember Desley Brooks, who wants to allocate $11 million in revenue to the police force, acknowledges the increased violent crime, saying, ?we cannot ignore that we have had an increase in violent crime, and so we cannot continue to do the same thing the same way and expect that it?s going to be a different result.?

5. Memphis, Tenn.

  • ?Violent crimes per 1,000: 15.8
  • ?Population: 652,725
  • ?2011 murders: 117
  • ?Median income: $37,045
  • ?Unemployment rate: 11.1 percent

In 2011, Memphis defied the national trend of declining crime rates in major U.S. cities. The rate of violent crimes per 1,000 people increased, from 15.4 to 15.8. This was the product of increases in murders, which rose from 89 to 117, and aggravated assault incidents, which rose by 100 cases. A rising unemployment rate, which grew 1.2 percent to 11.1 percent in 2011, likely has not helped to reduce criminal behavior. With a current budget deficit of $45 million, Mayor Wharton says he may need to consider ?taking boots off the street,? by laying off members of the police force in the near future.

Microsoft to buy Yammer for $1.2 billion -- report

Business software company Yammer has agreed to sell itself to Microsoft for $1.2 billion, according to The Wall Street Journal.

It?s not clear when the Yammer deal will be completed or announced, the report said.

The deal is a sign that Microsoft may be trying to bolster its popular Office software suite, according to the Journal.

Yammer is an enterprise social network that provides a secure way for employees to communicate and share files.

It is one of a set of new software companies -- including Box, Dropbox, Jive Software and Basecamp -- that are providing workers with new tools to communicate, store and share files at work, or edit them along with their coworkers, the newspaper noted.

The Yammer acquisition follows a handful of similar deals where large, established software companies purchase smaller players who are focused on social media.

For example, in May Oracle acquired Virtue, a cloud-based marketing company, while Buddy Media, another social media marketing platform, was acquired by Salesforce.com in early June.

These new companies are a threat to Microsoft, which pioneered software for the workplace, the Journal said. However, the software also links in to and enhances Microsoft software products, such as Outlook e-mail, the newspaper said.

The Journal also points out that the Yammer deal marks the second time Microsoft has acquired a company that?s about to do an initial public offering.

Last May Microsoft acquired Internet video chat company Skype for $8.5 billion in cash -- the biggest acquisition in Microsoft?s history. Prior to the deal, Skype owners had filed documents to take the company public, the Journal said.

San Andreas more dangerous than feared?

Contorted layers of clay and gravel show a segment of the San Andreas Fault that devastated San Francisco with a huge earthquake in 1906 may be more hazardous than previously thought.

The San Andreas Fault divides California for more than 800 miles (1,300 kilometers) from Cape Mendocino to the Salton Sea. The fault marks the boundary between two plates of the Earth's crust: the Pacific Plate on the west side of the fault is sliding slowly northwest past the North American plate on the east.

Geologists Thomas Fumal and Timothy Dawson dug trenches across the San Andreas Fault in the Santa Cruz Mountains, about 5 miles (8 km) northwest of Watsonville and discovered traces of four large past earthquakes. Broken sediment revealed quakes occur more often than earlier estimated, and two historic earthquakes reached further south than found before.

Big earthquakes more common?
In the trenches, Dawson and Fumal found a clear record of the great San Francisco quake of 1906. The three additional earthquakes hit in 1522, 1686 and either 1748 or 1838, give or take a few decades, which means this segment of the San Andreas Fault averages a big shaker every 125 years. That's twice as often as estimates calculated by the Working Group On California Earthquake Probabilities, the group responsible for official earthquake forecasts.

But the uptick in earthquake frequency is unlikely to significantly increase the seismic hazard for the Bay Area, Dawson told OurAmazingPlanet.com. "All types of data feed into the seismic hazard model, and the results of our study are just one type of data," Dawson said, an engineering geologist with the California Geological Survey and member of the earthquake forecast group. "It's kind of like cooking. Adding salt may not radically change the taste of a dish, it just adds to the complexity."

A new seismic hazard model, which includes their research, will be released in early 2013, Dawson said. "Then we will know whether it has affected the seismic hazard in this region," he added.

Where more risk could come in
However, for Dawson, the discrepancy in frequency is a tantalizing hint to the San Andreas Fault's typical behavior. If only the short Santa Cruz Mountains section shakes every 125 years, then the region's quakes would be smaller, but still quite destructive, like the 6.9-magnitude Loma Prieta earthquake in 1989.

But what if the 7.8-magnitude 1906 quake, which ruptured a much longer length (including the Santa Cruz Mountains), is more typical? "Any new data is important to our understanding of how the fault behaves," Dawson said. "We are really living in a data-poor world in our understanding of how often these large earthquakes occur."

One new clue to the fault's behavior lies in the trenches, where Dawson found evidence of an 1838 earthquake. Known from diaries and mission records to have severely shaken the San Francisco peninsula, geologists hope to pin down the quake's rupture length because it will tell them the magnitude. Radiocarbon dating put the year at either around 1748 or 1838, so Dawson sought out other evidence. A wide, quake-caused fissure was filled with pollen grains from the weed Redstem filaree (Erodium cicutarium), introduced by Spanish settlers in the 1800s, as well as an iron nail from the property's first fence, built in 1854. "This study is perhaps the first direct evidence that 1838 ruptured the Santa Cruz Mountains," Dawson said.

If the earthquake ruptured as far away as the Santa Cruz Mountains, it could point to an increased seismic risk in the area.

But geologist David Schwartz, who has worked at a nearby site and visited Fumal and Dawson's trench, believes the evidence isn't yet strong enough to conclude the 1838 quake tore through the Santa Cruz Mountains.

"This is a solid study, it's state-of-the-art and it presents alternative interpretations of issues," said Schwartz, a senior geologist with the U.S. Geological Survey in Menlo Park, Calif. "One of the real questions we have is where was 1838, and how large was it. It's up to us as a community to develop more data and decide which of these interpretations is actually the right one."

Dawson said he will begin work this summer on two new trench sites to look for further evidence of the 1838 quake in the Santa Cruz Mountains.

Dawson and Fumal's research was published in the June 2012 issue of the Bulletin of the Seismological Society of America. Thomas Fumal died in 2010.

An unexpected discovery of how the body controls cell death has revealed a potential new therapeutic target.

A research team based at Cardiff University's School of Biosciences has already revealed the mechanism by which high alcohol intake can induce pancreatitis and its progression to pancreatic cancer. Now a new study, published in Current Biology, reveals a hitherto unknown interaction between two well known molecules, which has important implications for our understanding of inflammation and cancer in the pancreas as well as other organs.

The Cardiff team studied the protein Bcl-2, already known to be capable of inhibiting programmed cell death in all tissue types in the body. Cell death is vital to normal development, and under certain circumstances this protein can therefore promote tumour growth and cancer.

The Cardiff study of pancreas cells showed that removal of the Bcl-2 protein activated a molecule in the cell membrane which pumps calcium out of the cells. As the team expected, a lower level of Bcl-2 increased the level of programmed cell death. But they also found that the lack of Bcl-2 markedly protected against another much more dangerous form of cell death - necrosis, in which cells swell and burst, releasing their contents and causing severe inflammation. The team found the increased protection against necrosis was directly linked to increased activity of the calcium pump.

The team, led by Dr. Oleg Gerasimenko and MRC Professor Ole Petersen, believes that blocking the Bcl-2 effect on the calcium pump, so that the pump becomes more active, could be a beneficial therapy against necrosis and the subsequent dangerous inflammation. This is important because necrosis of the enzyme-secreting pancreatic cells, often the result of high alcohol consumption, markedly increases the risk of pancreatic cancer, the fourth leading cause of cancer deaths in both Europe and the US with a 5-year survival rate of only 4 per cent.

Professor Petersen, also Director of Cardiff's School of Biosciences, said: "The new findings come from studies of pancreatic cells. We have discovered an entirely unexpected link between two well known molecules and this link is a potentially attractive target for treatment of pancreatitis and the dangerous progression of pancreatitis to pancreatic cancer. However, our findings are also likely to be of more general importance. The inhibitor of programmed cell death, Bcl-2, and the calcium pump in the cell membrane are found in every type of cell in our body. The interaction between the two could well be important in deciding cell fates in many different organs and also the development of inflammation and different cancer types."
